THE 23 PHARAONIC ACTIONS AGAINST GUNS

The living god has issued his proclamations against guns. First His words, then a couple of observations:

Gun Violence Reduction Executive Actions

Today, the President is announcing that he and the Administration will:

1. Issue a Presidential Memorandum to require federal agencies to make relevant data available to the federal background check system.

2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.

3. Improve incentives for states to share information with the background check system.

4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.

5. Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

7. Launch a national safe and responsible gun ownership campaign.

8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).

9. Issue a Presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations.

10. Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement.

11. Nominate an ATF director.

12. Provide law enforcement, first responders, and school officials with proper training for active shooter situations.

13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.

14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence.

15. Direct the Attorney General to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies.

16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.

17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.

18. Provide incentives for schools to hire school resource officers.

19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.

20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.

21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.

22. Commit to finalizing mental health parity regulations.

23. Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health.

A couple of initial observations then:

One, where’s: “24. Stop Holder from supplying the guns which have killed hundreds of Mexicans” – ?

Second, Americans have to be extremely careful what they say to their doctors from now on. Clearly, Obamacare and mental health is how Americans will be denied the natural right of self defence. Doctors acting under this proclamation will be acting for the State and against their patient. In the end this is the true evil of State health rationing. Any American who is asked: “Do you own guns?” must say “no”. A “yes” will mean a visit or a name entered on a list. A “none of your business” will put you on a list, something like the TSA’s no-fly list. You might not even know the list exists, but you can be on it.

Third, none of these measures would have stopped any recent spree killing, but that’s beside the point. The point being that Leviathon must record and control everyone and everything they do.

Four, what a creep the president is for so shamelessly using and abusing children.

    Presidential Executive Orders have been around for a long time.

    And President Obama has not used they excessively, at all.

  2. The Executives Orders are consistent with long established practice, and combined with the proposed legislation are a goo fair step in efforts to reduce gun violence, while admittedly not elminating it. And I don’t see any of the above unduly infringing on the 2nd Amendment.

    Clearly there is no new disclosure requirement for medical care professionals who were already obligated by longstanding ethical practice to advise of actual threats.

    No one can say for certain whehter any of the measures would eliminate any of the recent shootings, but they certainly would have reduced the chances for same. And we want as a nation, the majority who own guns and who do not, to reduce gun violence in the country.

    Calm yourselves.

    Executive Orders have indeed been around a long time. I recall reading that the first one was issued by Washington and related to new cutlery. That was the point of them though; their purpose was simply to organise the office and household of the president. They were never intended to usurp lawful authority, which is the routine case now.

    However, as FO says, Obamses did not issue any Executive Orders today. The White House describes them as 23 “Executive Actions”. The use of capitals suggests some formal status for these “Actions”, though I’ll be buggered if I can find anything on them. You wouldn’t put it past this regime to magick a new authority out of thin air.

    So let it be written, so let it be done.

  6. Pete – We’re calm, your the one who pretends simple steps to try to reduce gun violence is Orwell’s 1984.

    I write “pretends” becuase you simply can’t believe it.

  7. Regarding Pinky’s link, does this mean Bush is creepier than Obama?

    I only have a problem with #13. What does that actually mean?

  8. We’re supposed to only discuss this at some time in the indefinite future.

    And take action to address the problem on the 12th of Never.

    To do otherwise is to exploit the tragedy.

  9. Daphn- employ our resources better and make it a priority as well as possibly less plea arrangements for gun offenses. 13 doesn’t change the law, just the emphasis.

    I think that some states tried to prevent doctors from asking this question- which can be very relevant.

    I think that some states prevent insurance companies from taking gun ownership into account in calculating insurance premiums. ( A mixed bag. The gun owners will claim it makes it possible for the homeowner to defend himself. The insurance company sees that it is much more likely that someone will get shot in the heat of an argument, or that a depressed person will take their own life )

    These are not irrelevant points.

  12. If a patient is exhibiting signs of mental illness like Alzheimer’s, senile dementia or serious depression, I think the doctor should inquire and discuss it with the patient’s family members or appropriate authorities if the situation seems dire.

    And yes, I’d like to know where all of these gang-bangers and felons (who commit the majority of gun violence) are obtaining their weapons.

    I’d have complained about it if I knew about it at the time. GOP voters, not so much, but then party drones don’t mind living in a banana republic as long as their caudillo is in charge.

    Yes, gangbangers do seem to have a ready supply of guns. I wonder where they get them from also.

  16. Well, we’re the only two who liked Ron Paul around these parts. He was a refreshing splash of cool water considering the degenerate holding pool of GOP nuts and bolts who decided to run, which is why we need to be level-headed about the Obama bashing.

    The man’s predecessor was no better and could be argued as considerably worse on civil liberties, spending, entitlements, expensive neo-con wars, torture, etc.

    Bush would have been all over gun control if it had come up in his second term in the wake of a Sandyhook bloodbath. Honestly, Obama’s executive order’s seem like PR panaceas, essentially meaningless and no threat to the 2nd amendment or legal gun owners.

  17. The proposed executive actions and legislation are weak but a good start on the US regaining its sanity regarding guns. It seems public opinion has finally turned on this issue. In addition to the federal government several states are taking action as a result of public pressure. No one’s gun rights trumps the life of a child.
